Recodifying statutes pertaining to brewers, brewpubs, and other licensed entities

ARTICLE 2 - MISCELLANEOUS ALCOHOL PROVISIONS

Regulating the sale and distribution of alcoholic beverages; modifying and providing for microdistilleries bottle sales, Sunday sales of growlers by small brewers, Sunday growlers off-sale, Minneapolis Norway House on-sale intoxicating liquor licenses issuance, and microdistilleries temporary licenses for social events; allowing an adult learner's permit as proof of age for purchasing or consuming alcoholic beverages; changing the Sunday intoxicating liquor on-sale opening time to 8:00 a.m.; authorizing certain golf courses in Becker, Duluth, and Inver Grove Heights on-sale intoxicating liquor licenses; authorizing St. Cloud to issue an on-sale intoxicating liquor license for the municipal athletic complex; authorizing Brooklyn Park to issue an on-sale intoxicating liquor license for a wedding event center; prohibiting the sale of powdered alcohol for one year,
requiring agency testimony on the impact of powdered alcohol on law enforcement and public health, requiring a report; authorizing certain brew pub sales at the state fair
