Relating to higher education; granting resident status to members, spouses and dependents of the Minnesota national guard who reside in the state for purposes of higher education grants and scholarships; requiring the department of military affairs to report to the legislature by a certain date of the effect that contractual mandatory arbitration provisions have on active duty military service members
