Authorizing the commissioner of human services to enter contracts to match recipient third-party liability and claims processing for federally qualified health centers; modifying the hospital payment system; repealing certain payment rates, payment rates calculation transition period

ARTICLE 3 - NORTHSTAR CARE FOR CHILDREN

Modifying human services background studies requirements, the Northstar Care for Children Act, relative custody assistance, out-of-home juvenile placement, child foster care home studies for adoption requirements; repealing special at-risk monthly payment for at-risk children in guardianship and adoption assistance

Requiring the commissioner to conduct background studies on any person required to have a background study under the medical assistance (MA) community first services and supports (CFSS) plan; authorizing certain charges for costs recovery; modifying MA CFSS requirements

Classifying home and community-based services data; modifying and clarifying rules governing the use of positive support strategies and emergency manual restraint and restricting or prohibiting aversive and deprivation procedures; specifying compliance requirements for home and community-based services license holders; modifying and clarifying home and community-based services definitions, requirements, and protective standards; increasing intermediate care facility for development disabilities (ICF/DD) rates; changing the aging and adult services grants base adjustment; requiring the commissioner to increase rates and grants; repealing restrictions when implementing emergency use of manual restraint, certain rules for aversive and deprivation procedures, certain home and community-based services definitions and certain agency rules
