1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. Minnesota Statutes 2012, section 65B.135, is amended to read:
1.765B.135 LIMOUSINE INSURANCE.
1.8An insurer who provides insurance for limousines, defined in section
168.002,
1.9subdivision 15
, shall provide insurance in a minimum aggregate amount of $300,000

1.11new text begin provided by combining an underlying liability policy with an excess or umbrella policy as new text end

1.15 Sec. 2. Minnesota Statutes 2012, section 168.002, subdivision 15, is amended to read:
1.16 Subd. 15. Limousine. "Limousine" means a luxury passenger automobile that is
1.17not a van or station wagon and has a seating capacity of not more than 12new text begin 15new text end persons,
1.18excludingnew text begin includingnew text end the driver.
1.19new text begin EFFECTIVE DATE.new text end new text begin This section is effective July 1, 2014.new text end
1.20 Sec. 3. Minnesota Statutes 2012, section 168.128, subdivision 2, is amended to read:
2.1 Subd. 2. Plates. (a) A person who operates a limousine for other than personal use
2.2shall register the motor vehicle as provided in this section. (b) A person who operates a
2.3limousine for personal use may applynew text begin for limousine platesnew text end .
2.4new text begin (b)new text end The commissioner shall issue limousine plates to the registered owner of a
2.5limousine who:
2.6(1) certifies that an insurance policy new text begin or policiesnew text end under section 65B.135new text begin ,new text end in an
2.7aggregate amount of $300,000 per accidentnew text begin the minimum aggregate amount required new text end
2.8new text begin under that section,new text end is in effect for the entire period of the registration;
2.9(2) provides the commissioner with proof that the passenger automobile license
2.10new text begin registrationnew text end tax and a $10 fee have been paid for each limousine receiving limousine
2.11plates; and
2.12(3) complies with this chapter and rules governing the registration of motor vehicles
2.13and licensing of drivers.
2.14(c) The limousine plates must be designed to specifically identify the vehicle as a
2.15limousine and must be clearly marked with the letters "LM." Limousine plates may not be
2.16transferred upon sale of the limousine, but may be transferred to another limousine owned
2.17by the same person upon notifying the commissioner and paying a $5 transfer fee.

2.19 Sec. 4. Minnesota Statutes 2012, section 168.128, subdivision 3, is amended to read:
2.20 Subd. 3. Insurance. (a) The application must include a certificate of insurance
2.21verifying that a valid commercial insurance policy new text begin or policiesnew text end is in effect and giving the
2.22name of the insurance company and the number of the insurance policy. The policy new text begin or new text end
2.23new text begin policiesnew text end must provide new text begin in the aggregatenew text end stated limits of liability, exclusive of interest and
2.24costs, with respect to each motor vehicle for which coverage is granted, ofnew text begin :new text end
2.25new text begin (1) new text end not less than $100,000 new text begin $1,500,000 new text end because of bodily injury to one person in any
2.26one accident and, subject to that limit for one person, of not less than $300,000 because of
2.27injury to two or more persons in any one accident and ofnew text begin ;new text end
2.28new text begin (2) not less than the minimum aggregate amount required under section 65B.135 per new text end
2.29new text begin accident; andnew text end
2.30new text begin (3) new text end not less than $100,000 because of injury to or destruction of property.
2.31new text begin (b) new text end The insurance company must notify the commissioner if the policy is canceled or
2.32if the policy no longer provides the coverage required by this subdivision.
2.33(b) new text begin (c) new text end The commissioner shall immediately notify the commissioner of
2.34transportation if the policy of a person required to have a permit under section
221.84 is
2.35canceled or no longer provides the coverage required by this subdivision.

3.3 Sec. 5. Minnesota Statutes 2012, section 221.84, subdivision 1, is amended to read:
3.4 Subdivision 1. Definition. "Limousine service" means a service that:
3.5(1) is not provided on a regular route;
3.6(2) is provided in a luxury passenger automobile that is not a van or station wagon
3.7and has a seating capacity of not more than 12new text begin 15new text end persons, excludingnew text begin includingnew text end the driver;
3.8(3) provides only prearranged pickup; and
3.9(4) charges more than a taxicab fare for a comparable trip.
