A bill for an act
relating to natural resources; prohibiting Department of Natural Resources' pilots
from flying close to hunters, trappers, or anglers; establishing civil penalties;
proposing coding for new law in Minnesota Statutes, chapter 97A.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1.

[97A.0375] HUNTER, TRAPPER, AND ANGLER HARASSMENT
BY AIR PROHIBITED.

No aircraft pilot employed or contracted by the commissioner of natural resources
shall fly less than 1,000 feet above a hunter, trapper, or angler unless probable cause
of a violation of the law by the hunter, trapper, or angler has been documented.
Notwithstanding section 3.736, subdivision 9 or 9a, a person found in violation of this
section is personally liable for a civil penalty of $1,000.
