1.1A bill for an act 1.2relating to energy; appropriating money for low-income home energy heating 1.3assistance. 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5    Section 1. new text begin LOW-INCOME HOME ENERGY ASSISTANCE PROGRAM; new text end 1.6 new text begin SUPPLEMENTAL APPROPRIATION. new text end 1.7 new text begin (a) $20,000,000 is appropriated in fiscal year 2014 from the general fund to the new text end 1.8 new text begin commissioner of commerce for the purpose of providing additional heating assistance new text end 1.9 new text begin through the low-income home energy assistance program under United States Code, title new text end 1.10 new text begin 42, sections 8621 to 8630, and Minnesota Statutes, section 216C.02, subdivision 1. No new text end 1.11 new text begin more than five percent of this appropriation may be used for expenses to administer the new text end 1.12 new text begin program. Any unspent balance available on June 30, 2014, cancels to the general fund. new text end 1.13 new text begin (b) The funding provided in this section shall supplement, and not replace, any new text end 1.14 new text begin federal or other funding existing or otherwise available for heating assistance in Minnesota. new text end 1.15 new text begin (c) The commissioner shall disburse the funds provided in this section in a manner new text end 1.16 new text begin consistent with the requirements of the federal low-income home energy assistance new text end 1.17 new text begin program under United States Code, title 42, sections 8621 to 8630. new text end 1.18 new text begin EFFECTIVE DATE. new text end new text begin This section is effective the day following final enactment. new text end
