Making technical changes to provisions affecting the department of transportation (DOT);
providing for interest on late payments by a state agency following partial payments
used in construction contracts following an estimate on road construction contracts or a pay application; designating the bridge over the Mississippi on trunk highway #60 in Wabasha as the Michael Duane Clickner memorial bridge; permitting the department to set a compliance deadline in a contract at which point when the agency can pursue completion of the work using another contractor following certain steps including notification of the contractor concerning the issue to be resolved; allowing the department to sell land that is identified in a periodic review of excess lands following
an analysis of the property, if the property uses are protected for bicycle or pedestrian purposes by deed restrictions, easement or other means; requiring the department to use available months of collections data instead of a range of specified months in calculating the amount of aid to be provided for the county state-aid highway system in the upcoming calendar year; removing town road and bridge levies from the factors that must be considered in town road funding allocation by counties; requiring the department to use available months of collections data instead of a range of specified
months in calculating the amount of aid to be provided for the municipal state-aid street system in the upcoming calendar year; broadening required information in an annual bridge inspections report filed with counties, cities, and towns by the county
engineer, to include identification of bridge deficiencies and whether an analysis of bridge load rating is necessary; expanding the authority of a county when a town fails; expanding the powers and duties of a county concerning town bridges when a town does not perform certain bridge-related tasks, to perform required bridge load rating analyses, post reduced bridge weight limits, or close a bridge; providing for notification and billing of a town and exemption from county liability; permitting vehicles to make wide right-hand turns into a lane that is not the one closest to the right-hand curb, as necessary for that vehicle???s configuration; permitting vehicles to make a u-turn temporarily using the shoulder of a road having at least two lanes of travel in the same direction, as necessary for that vehicle???s configuration; limiting inspection of covered farm vehicles under a state patrol spot-check program; exempting some farm vehicles
that aren???t carrying hazardous materials from annual commercial motor vehicle inspections; exempting some farm vehicles that aren???t carrying hazardous materials from
commercial motor vehicle regulations on pretrip inspections and daily inspection reporting; exempting from driver qualifications and drug and alcohol testing requirements, drivers of some farm vehicles that aren???t carrying hazardous materials and are operated at higher weight limits under a special farm products permit; allowing some
farm vehicles that aren???t carrying hazardous materials to be operated with a regular class D driver???s license; exempting drivers of some farm vehicles that aren???t carrying hazardous
materials from needing a commercial driver???s license; making all funds in the transportation economic development account, regardless of when appropriated, available until expended; extending the expiration of the advisory committee on nonmotorized transportation; exempting some farm vehicles that aren???t carrying
hazardous materials from various commercial vehicle regulations governing driver
qualifications, hours of services, and vehicle inspections and maintenance; substantially
recodifying an existing provision on hours of service exemptions for transporting
some agricultural commodities and farm supplies limited to intrastate transportation; updating terminology on a provision allowing local units of government to post advertisements for transportation project bids on its web site; modifying the requirements in a prior law on turning over trunk highway #66 (legislative route #256) from Good Thunder to Mankato to become part of the state-aid system, to require
agreement between the department and the city of Mankato to be effective; requiring the department to establish general purpose lanes (available to motorists as a normal lane) instead of dynamic shoulder lanes (only available during certain times) as part of its reconstruction project on I-494 from trunk highway #55 to near I-394; mandating user fees to cover debt service on design and construction costs on a new state parking garage located in the Capitol Complex near the anticipated Senate office building; repealing a short route in Brainerd that served the former state hospital from the trunk
highway system and a a provision on exemptions from hours of service for agricultural transportation, which is substantially recodified in section 21 of the bill
