Relating to state government
ARTICLE 1 - STATE GOVERNMENT
Repealing the collaborative governance council, the expiration date for some executive branch advisory groups, the advisory committee for technology standards for accessibility and usability, the public employees insurance program labor management committee, the Minnesota employees insurance program advisory committee, the veterans health care advisory council, the property tax working group and the higher education veterans assistance steering committee
ARTICLE 2 - ENVIRONMENT, NATURAL RESOURCES, AND AGRICULTURE
Repealing the land use advisory committees within the department of natural resources (DNR), the RIM clean energy program technical committee, the reinvest in Minnesota clean energy program technical committee, the county subsurface sewage treatment system advisory committee, and the interagency native vegetation task force
ARTICLE 3 - EDUCATION
Extends the expiration date for the assessment advisory committee, modifying membership requirements of the student advisory council (SAC) and repealing the Minnesota academic excellence foundation
ARTICLE 4 - TRANSPORTATION
Creating an advisory committee to advise the department of transportation (DOT) on rules governing the county and municipal state-aid highway systems; repealing the county state-aid highway advisory committee and the municipal state-aid highway advisory committee
ARTICLE 5 - COMMERCE AND ECONOMIC DEVELOPMENT
Eliminating the requirement for the commissioner of commerce to assemble a renewable hydrogen initiative advisory committee; eliminating the requirement for an energy research and education advisory committee; eliminating the requirement for the commissioner of commerce to appoint an energy advisory task force; clarifying the expiration date and continued existence of the automobile theft prevention advisory
board; repealing the real estate appraiser advisory board and the youth employment grants advisory committee
ARTICLE 6 - PUBLIC SAFETY
Eliminating the requirement for an advisory committee to advise the commissioner of public safety on distribution of grants under the community-oriented police grant program; eliminating the requirement for an advisory committee to advise the commissioner of public safety on distribution of grants under the weed and seed grant program; clarifying the continued existence of the fire service advisory committee and that actions taken and public funds spent are valid; repealing the forensic laboratory advisory board, the fire protection council, and the battered women advisory council
ARTICLE 7 - HEALTH AND HUMAN SERVICES
Providing for the expiration of the water supply systems and wastewater treatment facilities advisory council, the laboratory assessor selection committee, the uniform consumer information guide advisory committee, prescription electronic reporting advisory committee and the services to persons with developmental or physical disabilities task force; extending the expiration of the American Indian advisory council, the alcohol and other drug abuse advisory council, the medical assistance drug formulary committee; repealing the medical assistance peer advisory task force; extending the expiration of the traumatic brain injury advisory committee; repealing the authority of the commissioner of human services to appoint a medical assistance vendor advisory task force; extending the expiration date of the American Indian child welfare advisory council; clarifying that the medical assistance (MA) drug formulary advisory committee, the environmental health tracking and biomonitoring advisory panel, the water supply system and wastewater treatment facilities advisory council and the prescription electronic reporting advisory committee did not expire and that actions taken and
public funds spent are valid; repealing health care reform review council, the services to persons with developmental or physical disabilities task force and the steering committee on performance and reform outcomes

Making certain conforming changes and specifying certain instructions to the revisor of statutes
