Relating to transit finance; providing for the reallocation of revenues from motor vehicle lease sales tax; authorizing and imposing a metropolitan area sales tax for transit, bicycle, and pedestrian improvements, providing for allocation of revenues; providing for use of sales tax revenue by the metropolitan council for bus transit, the counties transit improvement board, certain allocation and use of revenues by cities and counties, and the joint powers board; specifying certain duties of the commissioner of revenue; authorizing the issuance of state bonds and appropriating money to the commissioner of transportation for greater Minnesota transit and to the metropolitan council for certain transit corridors
