ARTICLE 1 - FEDERAL CONFORMITY

Modifying the shared work program to comply with the short time compensation requirements of the federal unemployment tax act; authorizing the commissioner of employment and economic development (DEED) to request shared work unemployment benefit program funds under the federal Middle Class Tax Relief and Job Creation Act of 2012

ARTICLE 2 - POLICY

Making various unemployment insurance technical and policy, and clarifying changes; creating the converting layoffs into Minnesota businesses (CLIMB) program to assist dislocated workers in starting or growing a business; providing for unemployment benefits while in entrepreneurial training under the state dislocated worker program
