Relating to education; providing that a limited-term teacher license is not a provisional license; requiring teacher negotiated unrequested leaves of absence to be consistent with development, evaluation and peer coaching for continuing contract teachers; requiring school boards to place teachers on unrequested leaves of absence based on subject matter licensure fields and most recent evaluation outcomes; allowing teachers to be placed on unrequested leave of absence due to district reorganization; exempting school boards from teacher reassignment to accommodate teacher seniority claims; allowing teacher requests for hearings; prohibiting boards and exclusive teacher representatives to execute contracts without plans for unrequested leaves of absence; repealing current unrequested leave of absence provisions
