ARTICLE 1 - COUNTIES AUTHORIZED TO ACT ON MATTERS OF COUNTY CONCERN

Authorizing counties to adopt reasonable ordinances, resolutions and regulations relating to property, affairs and operations, and to provide for the general health, safety, and welfare of the county, provided that
the action is not expressly denied by or inconsistent with laws and regulations of the state or the United States
