Relating to health

ARTICLE 1 - MINNESOTA HEALTH PLAN

Establishing the Minnesota health plan to guarantee that all medically necessary health care services is available and affordable for every Minnesotan; establishing the Minnesota health board, Minnesota health fund, office of health quality and planning, ombudsman for patient advocacy, and inspector general for the Minnesota health plan; defining terms; specifying certain policies and rulemaking procedures

ARTICLE 2 - ELIGIBILITY

Specifying certain eligibility requirements

ARTICLE 3 - BENEFITS

Allowing eligible individuals to choose to receive services under the Minnesota health plan from any participating provider under certain conditions

ARTICLE 4 - FUNDING

Establishing the Minnesota health fund for implementation purposes
and to receive premiums and other sources of revenue; providing for operating, capital, and reserve accounts; regulating administration duties, revenue sources and subrogation procedures

ARTICLE 5 - PAYMENTS

Regulating health care provider payments and specifying certain compliance requirements

ARTICLE 6 - GOVERNANCE

Establishing the Minnesota health board, specifying certain board
duties and membership requirements; establishing a metropolitan health planning region consisting of the seven-county metropolitan area, a regional health planning board, the office of health quality and planning, the ombudsman office for patient advocacy, a grievance system for all complaints, and an auditor general for health care fraud and abuse for the Minnesota health plan; specifying certain duties and responsibilities
