2E Relating to the environment; prohibiting the commissioner of the department of natural resources (DNR) from issuing or granting any new leases to prospect for, mine or remove silica sand from any lands owned by the state; establishing the southeastern Minnesota silica sand board; specifying membership, officers, terms and vacancies, meeting law quorum, staff and contracts and funding; authorizing the board to appoint an advisory committee and be in contact with government agencies; specifying board duties relating to model ordinance development, adoption and standards; allowing an extension or renewal of interim ordinances for new permits for silica mining and facilities; requiring a generic environmental impact statement (GEIS) report; imposing a moratorium on new or expanded silica sand mining until a certain date; providing for interim ordinance extension or renewal; providing for temporary environmental review requirements for silica sand; requiring the environmental quality board (EQB) to amend rules for silica sand mining; appropriating money to the pollution control agency (PCA) for the EQB to conduct the generic environmental impact statement (GEIS)
