5E Relating to collective bargaining

ARTICLE 1 - FAMILY CHILD CARE PROVIDERS REPRESENTATION ACT

"Family Child Care Providers Representation Act"; authorizing collective bargaining for family child care providers; defining terms; providing rights of individual providers to organize and participate in labor organizations for family child care providers, specifying participants rights and certain duties of the commissioner of the bureau of mediation services; prohibiting use of early learning scholarships for dues or fees; severability and expiration clauses

ARTICLE 2 - INDIVIDUAL PROVIDERS OF DIRECT SUPPORT SERVICES REPRESENTATION

Authorizing collective bargaining for home and community based long-term care services; providing rights of individual providers and participants and rights of covered program participants of direct support services; defining terms; providing for a quality self-directed workforce, specifying operation of covered programs requirements and options; specifying certain duties and powers of the commissioner of human services; severability and expiration clauses

ARTICLE 3 - APPROPRIATIONS

Appropriating money to the commissioner of human services, the commissioner of the bureau of mediation services (BMS) and the commissioner of management and budget (MMB)
