facility inspections and investigations; setting a license fee for a facility
required to be licensed and a process for collection and deposit of license
fees; providing for the suspension, revocation, and refusal to renew a license
under certain conditions; providing a hearing process; severability clause;
appropriating money to the commissioner of health for licensing
activities
