ARTICLE 1 - TRANSPORTATION APPROPRIATIONS

Providing a summary of appropriations; appropriating money to the department of transportation (dot) for multimodal systems including aeronautics, transit, passenger rail and freight, state roads for operations and maintenance, program planning and delivery, state road construction, highway debt service and electronic communication purposes, for local roads including county state aid roads and municipal state aid roads, for agency management for agency services and buildings, for certain transfers, specifying the state use of road construction appropriations and contingent appropriations; appropriating money to the metropolitan council for transit purposes; appropriating money to the public safety department for administration and related services, to the office of communications and for public safety support, technical support services, the state patrol, driver and vehicle services, traffic safety and pipeline safety; appropriating money for tort claims purposes

ARTICLE 2 - TRANSPORTATION POLICY

Establishing the transportation economic development assistance program, authorizing a transportation economic development account, specifying program administration, economic impact performance measures, criteria, project evaluation processes and awards for financial assistance, requiring a legislative report; modifying the grade crossing safety account; providing authority to issue revenue bonds; establishing a metropolitan area sales and use tax for transit; extending the expiration date for using certain federal economic recovery funds; specifying the exemption of Northstar commuter rail financial assistance from the requirements of the public transit participation program
