ARTICLE 1 - REDISTRICTING
Adjusting the house of representatives district boundaries within senate district 39; adjusting the house of representatives district boundaries within senate district 49; repealing certain district descriptions
ARTICLE 2 - EARLY VOTING
Providing for and defining early voting; prescribing the process for early voting and specifying certain time period requirements; prescribing hours and locations for early voting; requiring the county auditor to post days, times and locations of early voting a certain number of days before voting begins; specifying voting procedures; requiring the recording of votes in the statewide voter registration system; requiring early voting rosters be marked by beginning of election day; prescribing ballot storage and counting procedures; requiring person voting early to sign roster; specifying roster ballot statement; requiring the testing of early voting equipment a certain number of days before election
ARTICLE 3 - ABSENTEE VOTING
Modifying eligibility requirements for voting by absentee ballot; modifying certain procedures related to applying for, obtaining, or casting an absentee ballot; providing for permanent absentee voter status under certain conditions; requiring county auditors to explain absentee ballot changes to certain voters; repealing the application for ballots ongoing absentee status termination provision
ARTICLE 4 - VACANCIES IN NOMINATION
Modifying certain procedures and requirements related to vacancies in nomination for partisan offices; appropriating money to the secretary of state for special elections; providing a procedure for filling vacancy in nominations for nonpartisan offices; repealing certain vacancy in nomination and withdrawal of candidate provisions
ARTICLE 5 - ELECTION ADMINISTRATION
Modifying election procedures provisions relating to soil and water conservation districts, school district consolidation, voter registration, caucus timing, absentee voting, elections, ballot boxes, election day activities, particular, municipal, and school district elections, voting systems, presidential ballots; "Uniform Faithful Presidential Electors Act"; enacting certain election provisions to provide uniformity of law and making certain conforming changes; modifying fair campaign practices, liquor, county boards, hospitals, and hospital board elections; repealing paper color for sample ballots penalty, pink and canary ballots, sample ballot publication, first class cities ballots, blue ballot questions, goldenrod ballot questions, and presidential electors certificate of electors and electors to meet at state capitol
ARTICLE 6 - LOSS AND RESTORATION OF VOTING RIGHTS
Requiring county auditors to notify individuals wanting to vote of invalid voter eligibility; prescribing misdemeanor penalties for violations; providing an affirmative defense; expanding secretary of state access to data to include department of corrections data on persons on probation for felony offenses resulting in loss of civil rights; requiring secretary of state notification to individuals on probation for felony offenses, classifying offender data; modifying investigation and prosecution procedure; requiring the commissioner of corrections to provide the secretary of state with a list of names and addresses of correctional facilities; designating signature on roster as prima facie evidence; requiring notification of adult felons on probation supervision of loss of voting rights
ARTICLE 7 - JUNE PRIMARY
Changing the date of the state primary election from August to June and changing the date of political subdivision conducted primary elections
ARTICLE 8 - ELECTRONIC ROSTERS
Establishing the electronic roster pilot project; providing for participating cities and technology requirements; authorizing the application of state election law; providing for voter signature certificates and registration application retention; requiring pilot project precinct participants to use roster on election day; requiring an evaluation; establishing an electronic roster task force, prescribing membership and duties; prohibiting task force members from having a financial interest in the technology manufacturer or distributor; requiring the secretary of state to convene the first meeting; specifying member compensation and support staff; requiring a legislative report; sunset
ARTICLE 9 - APPROPRIATION
Appropriating money to the legislative coordinating commissioner (LCC) for the electronic roster task force and to the secretary of state for the statewide voter registration system early voting modifications, vital records death reports from other states, mail ballots tracking, for absentee voting computer programming costs, for voting rights loss and restoration data programming costs and notification, and for the electronic roster pilot program implementation
