ARTICLE 1 - POLICY CHANGES
Relating to campaign finance and disclosure; defining and redefining certain terms; modifying campaign finance and public disclosure board duties, expanding investigative duties and enforcement of alleged violations, authorizing the board to bring legal actions or negotiate settlements under certain conditions; modifying filing requirements false statements and record keeping penalties, specifying disposition of civil penalty fees; increasing the principal campaign single committee candidate contribution aggregate and the association political funds aggregate; expanding food and beverage exceptions; modifying associations political fund commingling prohibitions, permitted disbursements, and first registration requirements; establishing an initial registration with the board structure for independent expenditure and ballot question political committees and fund, filing and reporting requirements; modifying deposit requirements; modifying certain campaign reporting requirements, specifying certain contribution disclosure requirements; providing regulations for termination of registration, voluntary inactive status political funds, administration terminations of inactive committees and funds, and unpaid debt upon termination; modifying certain spending and contribution limits amounts; modifying affidavit of contributions requirements; modifying certain provisions relating to ethics and election data; modifying the penalties for corporate political contributions violations for individuals and corporations; specifying penalties for individuals and corporations who knowingly violate corporate political contribution laws; specifying certain complaints of unfair campaign practices administrative remedy filing requirements; repealing certain provisions relating to termination reports, dissolution of inactive committees and funds, and spending limit in nonelection year
ARTICLE 2 - PUBLIC OFFICIAL
Expanding the definition of public official under campaign finance and public
disclosure law to include district, appeals, or supreme court justices and
county commissioners; specifying that district court judges, appeals court judges and Supreme Court justices are not required to comply with certain conflict of interest and representation disclosure provisions included in the campaign finance and public disclosure law; permitting the waiving of the requirement that an official disclose the address of real property that constitutes the secondary residence of the official
