A bill for an act
relating to arts and cultural heritage; appropriating money to the Minneapolis
Television Network.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION.

new text begin $315,000 in fiscal year 2014 and $65,000 in fiscal year 2015 are appropriated from
the arts and cultural heritage fund to the Department of Administration for a grant to the
Minneapolis Television Network for the following purposes:

new text begin (1) $45,000 in fiscal year 2014 and $45,000 in fiscal year 2015 are for the VOICES
Multiplied program, an experiential-based media literacy initiative for youth;

new text begin (2) $20,000 in fiscal year 2014 and $20,000 in fiscal year 2015 are for the Open Eye
MN program, a citizen-journalism initiative that engages members of Minnesota's diverse
communities to go beyond mainstream media representations; and

new text begin (3) $250,000 in fiscal year 2014 is to design, develop, and purchase a Twin Cities
Media Center in partnership with the Independent Filmmaker Project Minnesota.
