ARTICLE 1 - VETERANS TAX ISSUES

Extending the property tax homestead market value exclusion for surviving spouses; providing a subtraction from the income tax for military pensions; reducing the credit allowed reduction against adjusted gross income; modifying the qualified individual definition; establishing a veterans jobs tax credit for employers

ARTICLE 2 - COUNTY VETERANS SERVICE OFFICERS

Modifying county veteran service officer grants; specifying grant awards, purposes, and limits; specifying grant amount for the Minnesota association of county veterans service officers for administrative costs; appropriation to the commissioner of veterans affairs; repealing the veterans service office grants program grant cycle

ARTICLE 3 - MISCELLANEOUS VETERANS PROVISIONS

Clarifying enrollment priority under the postsecondary enrollment options act (PSEO) for enrolled veterans under certain conditions; providing civil immunity for Beyond the Yellow Ribbon program participants; designating the Honor and Remember Flag as a state symbol of concern and commitment to honoring and remembering the sacrificed lives of armed forces members; establishing a presumption of rehabilitation through honorable military service following a prior offense; appropriating money to the commissioner of veterans affairs for a grant to the Minnesota assistance council for veterans for homelessness assistance; authorizing an American Indian veterans memorial plaque

ARTICLE 4 - GOVERNOR'S FUND-RAISING INITIATIVES FOR VETERANS

Requiring the commissioner of veterans affairs to issue special Support Our Veterans license plates and establishing the Support Our Veterans Account in the special revenue fund; requiring the state lottery to establish a scratch-off game dedicated to the Support Our Veterans Account; specifying deposit requirement

ARTICLE 5 - GOVERNOR'S GI BILL MODIFICATIONS

Modifying the definition of veteran and the Minnesota GI bill program eligibility and benefit; appropriating money to the commissioner of veterans affairs

ARTICLE 6 - ADDITIONAL GOVERNOR APPROPRIATIONS

Appropriating money to the Gold Star program for surviving family members, for funeral honor guard compensation, department information technology systems, the Fillmore county veterans cemetery operation, and for veterans service organizations
