ARTICLE 1 - POLICY AND TECHNICAL CHANGES
Making policy, technical, conforming, and clarifying changes to provisions relating to agricultural law; modifying certain provisions relating to pesticide control, organic agriculture practices, agricultural resource loan and ethanol development, the rural finance authority, agricultural utilization research institute board of directors, grain buyers, grain storage and other agriculture-related provisions; updating pesticide education and training requirements and specifying new requirements; modifying the definition of E85 for petroleum product taxation purposes; modifying agricultural or nonagricultural waste pesticide reporting requirements; requiring the commissioner of agriculture to use existing pesticide account resources for the new education and training requirements; specifying revisor of statutes instructions; repealing provisions relating to use of public water for filling pesticide equipment and certain rules

Providing a sunset date for the cellulosic ethanol production goal; directing the NextGen energy board to examine biobased chemical production from agricultural and forestry feedstocks; defining biobased chemical; converting the ethanol minimum content requirement to a biofuel requirement; defining biobutanol and specifying qualifying criteria; repealing E20 mandate language
ARTICLE 3 - MINNESOTA NOXIOUS WEED LAW
Modifying certain noxious weed law provisions; providing noxious weed categories; establishing the noxious weed eradicate list and the noxious weed control list; authorizing rulemaking; repealing certain duties of the noxious weed advisory committee and the committee expiration date
