Relating to human services; modifying certain provisions relating to continuing care; redesigning home and community-based services, modifying health department resident reimbursement classification assessment schedules; requiring a critical access study; expanding board of social work licensure exemptions; expanding certain duties of the commissioner of human services relating to the Senior Linkage Line and the Disability Linkage Line; requiring preadmission screening activities relating to nursing facility admissions, proving for exemptions and emergency admissions; specifying screening requirements; providing for preadmission screening payment; providing for priority for other grants; providing for state waivers; providing for evaluations; requiring establishment of certain demonstration projects; reducing the age or preadmission screening of individuals; providing for the determination of institutional level of care; providing for essential community supports grants; modifying and expanding certain Medicaid waiver for elderly services provisions; providing for individual community living support (ICLS); modifying and expanding home and community-based services for older adults under seniors agenda for independent living (SAIL) projects; providing for eldercare development partnerships; expanding caregiver support and respite care projects; requiring the commissioner to select and contract with core home and community-based services providers for projects; providing for services for
