Requiring the commissioner of natural resources (DNR) to offer all-terrain vehicle (ATV) registrants an opportunity to make grant-in-aid trail contributions at the time of registration; requiring a recognition grant-in-aid trail sticker; requiring the commissioner to designate a no registration weekend per year; extending the age for which ATV riders may receive a safety certificate; specifying conditions for ATV operation by youthful persons between certain ages; allowing ATV operation within certain areas of public road right-of-way of trunk highways under certain conditions
