Making technical, conforming, policy and clarifying changes to certain employment and training data; modifying provisions relating to the higher education advisory council; modifying the definitions of resident student and independent student; modifying child care grant eligibility for students with a major illness; modifying provisions to the Minnesota private and out-of-state public postsecondary education act relating to additional financial security, degree and name approval and certain exemptions

Granting the office of higher education the authority to terminate the eligibility of a postsecondary institution to participate in student aid programs under certain conditions; specifying the termination procedure; providing for a request for a hearing; specifying restrictions on awards during termination period; providing for final decisions; providing for reinstatement of eligibility; specifying reinstatement requirements; providing for a response to a reinstatement request; specifying a probationary period; providing for reinstatement; providing for student awards after termination; repealing certain rules
