ARTICLE 1 - APPROPRIATIONS

Providing a summary of jobs and economic development appropriations; appropriating money to the department of employment and economic development (DEED), the housing finance agency (HFA), Explore Minnesota Tourism, department of labor and industry, bureau of mediation services, board of accountancy, board of architecture, engineering, land surveying, landscape architecture, geosciences and interior design, board of cosmetologist examiners, board of barber examiners, workers'
compensation court of appeals, department of commerce, public utilities commission (PUC), and providing certain account transfers

ARTICLE 2 - LABOR AND INDUSTRY

Modifying and conforming certain provisions relating to business license exceptions, employer compliance orders, elevator industry contractors and constructors, commissioner licensing orders, construction licensing fee due date, state building code, construction codes, elevator employment, electrical licensing and inspections, utility interconnected wind generation installation fees, plumbing municipal agreements, plan review and audit fees, permits and fees, real property owner definition, manufactured homes license prerequisite two year experience exemption, and certain combative sports provisions; repealing certain provisions

ARTICLE 3 -EMPLOYMENT, ECONOMIC DEVELOPMENT, AND WORKFORCE DEVELOPMENT

Modifying and conforming certain department of employment and economic development (DEED) provisions relating to cost of living study, labor market information data production reports, host community economic development grant program, Minnesota investment fund administration, eligible expenditures, disaster contingency account, and applicant requirements for assistance, Minnesota job creation fund development, trade policy advisory group establishment, Minnesota trade offices in foreign markets requirements, Minnesota state trade and export promotion (STEP) grants program establishment, Invest Minnesota marketing initiative establishment, office of broadband development establishment, and coordination of broadband infrastructure development; providing local workforce center services; modifying the Explore Minnesota Tourism film production jobs program; modifying Minnesota state colleges and universities (MnSCU) student job placement provisions; providing a transportation construction projects fiber collaborator database; modifying certain community support services employment provisions; modifying employment support services for persons with mental illness; providing for Dakota county community development agency Minnesota investment fund eligibility; creating and providing for the employment support and independent living services for individuals with high-functioning autism, Asperger's syndrome, nonverbal learning disorders, and pervasive development disorders pilot program; providing for the development of the customized training pilot program for skilled manufacturing industries; requiring skilled manufacturing reports; requiring a state broadband strategy report; providing for pilot programs combining career and higher education advising; repealing the broadband goals annual report requirement

ARTICLE 4 - UNEMPLOYMENT INSURANCE

Modifying state dislocated worker program use of funds; creating the converting layoffs into Minnesota businesses (CLIMB) program; modifying and conforming certain unemployment insurance provisions relating to new employer tax rate, unemployment benefit limitations on applications and benefit accounts, additional unemployment benefits availability and eligibility conditions, weekly unemployment benefits amount, maximum amount of unemployment benefits, unemployment benefits availability to dislocated workers while in entrepreneurial training; modifying certain shared work plan provisions; modifying Minnesota unemployment insurance law severability provisions; modifying the unemployment insurance federal conformity effective date provision; providing an unemployment insurance employer tax reduction; authorizing the commissioner of employment and economic development (DEED) to request federal shared work funds

ARTICLE 5 - MISCELLANEOUS

Modifying the department of administration paper purchasing provision; modifying certain board of barbers and board of cosmetologist examiners provisions; establishing the office of collaboration and dispute resolution; authorizing commissioner of mediation grants; modifying duties of the office of the commissioner of Iron Range resources and rehabilitation; modifying the Eveleth tax distribution for the support of the Hockey Hall of Fame; modifying certain accountancy board provisions; modifying the fair market value municipal planning provision; modifying the definition of housing infrastructure bonds; modifying Minneapolis and St. Paul dedication fee provisions; providing a board of cosmetology good cause exemption; providing special fund distribution for St. Louis county; modifying the St. Paul Rivercentre Arena repayment provision; providing for Whiskey Road improvement funding; revisor's instructions; repealing certain statutes and rules

ARTICLE 6 - COMMERCE AND CONSUMER PROTECTION ACT

Modifying the insurance fraud prevention account; modifying insurance fees other than examination fees; modifying duties of the commissioner of commerce; providing for coin dealer registration fees; increasing the petroleum inspection fee amount; modifying the penalty to failure to file contract for deed; expanding certain contract for feeds provisions; modifying department of administration administrative services appropriations; modifying the solar photovoltaic modules appropriation; requiring a possibility of internet Web site link for counseling certification entities study; repealing the contract for deed criminal penalty provision

ARTICLE 7 - UTILITY REGULATION

Modifying certain public utilities provisions relating to transmission cost adjustments, recovery of gas utility infrastructure costs, standard compliance rate impact reporting, emissions-reduction rider qualifying projects provisions, exemptions and extending the sunset date, utility environmental project cost recovery provisions, and extending the sunset date for gas utility infrastructure replacement recovery eligibility cost recovery

ARTICLE 8 - PACE

Defining cost effective energy improvements; modifying certain definitions related to local government energy improvement programs; modifying and clarifying certain provisions relating to payment of special assessments of energy improvement financing programs

ARTICLE 9 - DISTRIBUTED GENERATION

Modifying the cogeneration and small power production applicability provision; defining cogeneration and small power production terms; modifying the small facility purchase provision; providing for a net metered facility; modifying the cogeneration and small power production purchase provision applicability to include net metered facilities; requiring and providing for public utility meter aggregation; allowing the public utility commission (PUC) to limit cumulative generation; providing for individual system capacity limits; modifying cogeneration and small power production rules and uniform contract provisions; providing for an alternative tariff and compensation for resource value

ARTICLE 10 - SOLAR ENERGY

Establishing the solar energy incentive program and the community solar garden program; requiring certain utilities to operate the programs and specifying certain program components and requirements; establishing and providing for a solar energy standard; expanding the distributed energy resource provision by allowing electricity generated by a photovoltaic device to be counted toward a public utility's solar energy standard

ARTICLE 11 - MADE IN MINNESOTA

Establishing the "Made in Minnesota" solar energy production incentive; defining solar photovoltaic module manufacturing; creating and allocating funds to the "Made in Minnesota" solar energy production incentive account; specifying application process for manufacturers of solar photovoltaic modules to qualify for the incentive; setting incentives and criteria; specifying certain eligibility and process for certain payments to owners of solar photovoltaic modules; providing for solar thermal rebates program operation

ARTICLE 12 - ENERGY POLICY DEVELOPMENT

Establishing a planning strategy for sustainable energy future development; modifying the energy savings policy goal; expanding energy planning requirements; requiring an integration and transmission study for future renewable energy standards, a value of on-site energy storage study, a value of solar thermal study, a scoping for renewable energy study, and a department of commerce division of energy resources study; specifying certain duties of the commissioner of commerce, the legislative energy commission, certain state agencies, and Minnesota electric utilities and transmission companies

ARTICLE 13 - MISCELLANEOUS

Modifying certain provisions relating to guaranteed energy-savings agreements, energy conservation improvement definitions, energy conservation improvement applied research and development grants, and providing eligibility for energy conservation improvement waste heat recovery and thermally energy distribution; severability clause; repealing the greenhouse gas infrastructure cost recovery provision
