"Minnesota Insurance Marketplace Act" (MNsure); establishing the Minnesota insurance marketplace as a state health benefit exchange and specifying the relationship with other law consistent with the federal Affordable Care Act (ACA); defining certain terms; requiring certification of Minnesota insurance marketplace costs annually by a certain date; requiring governance by a board of directors, specifying certain duties, responsibilities, powers and membership requirements; providing for responsibilities and powers of the Minnesota Insurance Marketplace, providing for operations funding, prohibiting abortion coverage, providing for insurance producers, providing for a navigator program, specifying health carrier requirements, providing for appeals, providing for agreements and consultation and risk bearing limitations; specifying classification and data sharing requirements; regulating funds; requiring reports to the legislature; providing for expiration and sunset exclusions; providing for a right not to participate; providing for a right to physician of choice; providing for transition of authority by the commissioner of management and budget (MMB); authorizing Minnesota comprehensive health insurance termination
