Relating to commerce

ARTICLE 1 - MISCELLANEOUS TECHNICAL CHANGES

Making various technical and housekeeping changes relating to insurance staff adjusters, reinstatement of canceled salespersons or brokers real estate licenses and transfer fees; eliminating the membership camping license requirements; providing producers training for flood insurance products; repealing an obsolete collection agency rule and correcting certain cross-references

ARTICLE 2 - ADJUSTMENTS TO STATUTORY DOLLAR AMOUNTS

Making adjustments to various dollar amounts as required by state law; providing for a method to periodically update Minnesota statutes to reflect the current dollar amounts as adjusted

ARTICLE 3 - COMMERCE AND CONSUMER PROTECTION POLICY

Changing the name of the division of insurance fraud to the commerce fraud bureau and making conforming changes; regulating subpoena issue disclosure; modifying department of commerce continuing education coordinator and instructor responsibilities and imposing penalties; requiring property and casualty insurance companies to annually submit a statement of actuarial opinion, requiring actuarial opinion summaries and reports and workpapers; requiring supporting documentation confidentiality; modifying risk-based capital requirements for certain insurers; requiring a criminal history record check and fingerprint cards for real estate appraisers and modifying licensure and training requirements; requiring utilities to provide an electronic address for electronic official service; specifying revisor instructions; repealing petroleum tank release cleanup PVC piping at residential locations, agricultural storage tank removal reimbursement, and prior appraiser qualification requirements
