ARTICLE 1 - OUTDOOR HERITAGE FUND

Appropriating money for outdoor heritage purposes; appropriating money for prairies including Grasslands for the Future, accelerating the wildlife management area program - phase IV, department of natural resources (DNR) wildlife management area, scientific and natural area, and native prairie banks easement - phase V, Minnesota prairie recovery project - phase IV, Minnesota buffers for wildlife and water, - phase III, Cannon River headwaters habitat complex - phase III, and accelerated prairie restoration and enhancement on DNR lands - phase V, for forests including young forest conservation, Camp Ripley partnership - phase III, northeastern Minnesota sharp-tailed grouse habitat program - phase IV, protect key forest habitat lands in Cass county - phase IV, critical shoreline habitat protection program - phase II, and Minnesota moose habitat collaborative - phase II, for wetlands including Reinvest in Minnesota wetlands reserve program partnership - phase V, accelerating waterfowl production area acquisition - phase V, living shallow lakes and wetland initiative - phase III, wild rice shoreland protection program - phase II, wetland habitat program, accelerated shallow lakes and wetlands enhancement - phase V, and Pelican Lake enhancement, for habitats including DNR aquatic habitat - phase V, habitat protection in Dakota county - phase IV, Root River protection and restoration, metro big rivers habitat - phase IV, Minnesota landscape arboretum, lower Mississippi River habitat partnership - phase III, coldwater fish habitat enhancement - phase V, Albert Lea Lake management and invasive species control structure - phase III, metropolitan regional parks wildlife habitat protection and restoration, and outdoor heritage conservation partners grant program - phase V, for administration purposes including contract management, the legislative coordinating commission (LCC), a technical evaluation panel, high priority pre-transaction service acceleration for Lessard-Sams outdoor heritage council, and a Legacy web site, providing for availability of appropriation, payment conditions and capital equipment expenditures, mapping, and appropriations carryforward and fee title acquisition; requiring a biennial recommendation study

ARTICLE 2 - CLEAN WATER FUND

Appropriating money from the clean water fund and specifying availability of appropriations; appropriating money to the department of agriculture to monitor pesticides and pesticide degradates in surface water and groundwater, for concentration of nitrates in groundwater in areas vulnerable to groundwater degradation monitoring, for the agriculture best management practices loan program for low interest septic system loans, for certain research monitoring projects, for a research inventory database, for agricultural water quality certification program implementation, for a regional irrigation water quality specialist through University of Minnesota extension, and to develop and implement a comprehensive, up-to-date instruction system for animal waste technicians; appropriating money to the public facilities authority for the total maximum daily load (TDML) grant program, and small community wastewater treatment grants and loans; appropriating money to the pollution control agency (PCA) for completion of the needed statewide assessments of surface water quality and trends, to develop watershed restoration and protection strategies (WRAPS), for groundwater assessment, for water quality improvements in the lower St. Louis River and Duluth harbor within the St. Louis River, for the clean water partnership program, for storm water research and guidance, for TMDL research and database development, for developing a multiagency watershed database reporting portal, for national pollutant discharge elimination system wastewater and storm water TMDL implementation, for subsurface sewage treatment systems (SSTS) activities, for a competitive grant program for sewer projects, for developing wastewater treatment system designs and practices, and for supporting activities of the clean water council; appropriating money to the department of natural resources (DNR) for stream flow monitoring, lake index of biological integrity (IBI) assessments, assessing mercury contamination of fish, TDML development and implementation plans, water supply planning, aquifer protection and monitoring activities, support for local implementation of nonpoint source restoration and protection activities, for applies research and tools, for developing county atlases, for developing design standards and best management practices for public water access sites, for developing and designating groundwater management areas, for grants to counties and local government to adopt and implement advanced shore land protection measures, and for department rulemaking; appropriating money to the board of water and soil resources (BWSR) for grants to local government units for the management of water in watersheds or subwatersheds, for grants to protect and restore surface water and drinking water, for certain targeted local resource protection and enhancement grants, for state oversight and accountability, for local government compliance requirements, for purchasing and restoring certain permanent conservation easements on riparian buffers and on wellhead protection areas, for community partners grants, a technical evaluation panel, for assistance and grants to local governments to transition local water management plans, and for contract services with conservation corps Minnesota; appropriating money to the department of health for addressing public health concerns related to drinking water contaminants of emerging concern, drinking water source protection, cost-share assistance to public and private well owners, expansion of the county well index, study of the occurrence and magnitude of contaminants in private wells, monitoring recreational beaches on Lake Superior for pollutants that may pose a health risk, a biomonitoring program, and development and implementation of a groundwater virus monitoring plan; appropriating money to the metropolitan council for local inflow and infiltration reduction programs grants and loans, an investigation of the groundwater and surface water interaction in and around White Bear Lake and the surrounding lakes, and metropolitan regional groundwater planning; appropriating money to the University of Minnesota for developing county geologic atlases, and to the legislative coordinating commission (LCC) for the costs of the Legacy website; defining watershed restoration and protection strategy (WRAPS); requiring the PCA to develop strategies to address watershed restoration and protection strategies; requiring BWSR to prepare and post on the web site a nonpoint source priority funding plan by specifying reporting requirements for riparian buffer payments; prohibiting the use and sale of coal tar products on asphalt, concrete, or pavement surfaces; modifying DNR requirements and standards for managing the Mississippi River corridor critical area (MRCCA) for area redevelopment and for recreational purposes, and requiring an MRCCA legislative report; repealing a certain coal tar provision

ARTICLE 3 - PARKS AND TRAILS FUND

Appropriating money from the parks and trail fund and specifying availability of appropriations; appropriating money to the department of natural resources for certain state parks, recreation areas and trails, to the metropolitan council on certain projects to support parks and trails by the implementing agency, to the LCC for the costs of the Legacy website, and to the University of Minnesota for Changing Landscapes to update the integrated statewide parks and trails network; expanding the definition of public official; creating the greater Minnesota regional parks and trails commission; and extending appropriation availability for the Mississippi Whitewater park

ARTICLE 4 - ARTS AND CULTURAL HERITAGE FUND

Appropriating money from the arts and cultural heritage fund and specifying availability of appropriations; appropriating money to the Minnesota state arts board for arts and arts access initiatives, arts education, arts and cultural heritage events and activities representing diverse cultural and arts traditions, to the department of education for grants to the regional library systems to create educational opportunities relating to arts, history, literary arts, and cultural heritage, to the Minnesota historical society for statewide historic and cultural grants, programs, historic partnerships, statewide survey of historical and archaeological sites competitive contracts, the digital library, the Civil War task force, and for civics education program grants, to the department of administration for grants to Minnesota public radio, the association of Minnesota public educational radio stations, Lake Superior center authority, Lake Superior zoo, Como Park zoo, Science Museum of Minnesota, Minnesota public television association, small theatre grants, the Minnesota African American museum and cultural center, and veterans memorial parks, to the Minnesota humanities center for programs and purposes of the center, Children's Museum grants, and the Minnesota state council on disability, to the Perpich Center for Arts education for certain programs, administrative costs, and the arts integration program, to the Minnesota zoo for programs and development of the Minnesota zoological garden, to the Indian affairs council for grants to preserve Dakota and Ojibwe Indian language, language immersion, and competitive grants to native language immersion schools, and to the LCC for the costs of the Legacy website; specifying Minnesota state arts board allocation requirements; adding the association of Minnesota public educational radio stations and member stations for use of grant funds; and authorizing the issuance of an on-sale wine and beer license for the capitol cafeteria (Rathskeller Cafe) special events

ARTICLE 5 - GENERAL PROVISIONS; ALL LEGACY FUNDS

Requiring the commissioner of management and budget (MMB) to reduce appropriations from Legacy funds under certain conditions and determinations; specifying certain solar photovoltaic module installation regulations
