Relating to capital investment; providing supplemental funding to the commissioner of natural resources (DNR) flood hazard mitigation and fountain lake restoration, to the commissioner of agriculture for a grant to the Aitkin county agricultural society for a food service building, to the commissioner of administration for capitol restoration; to the Minnesota amateur sports commission for local government grants to improve indoor air quality or eliminate R-22, to the commissioner of public safety for a grant to the city of Cyrus for a community hall and fire department, to the commissioner of transportation (DOT) for local bridge replacement and rehabilitation, for local road improvement
fund grants, for a grant to Ramsey county for road improvements to the Twin Cities army ammunition plant redevelopment project, for a grant to Pine Lake township in Otter Tail county for Nitche Lake road improvements and for safe routes to schools, to the commissioner or veterans affairs for a grant to Edina to design and construct the All Veterans Memorial, to the commissioner of corrections for the St. Cloud correctional facility, to the commissioner of employment and economic development (DEED) for the innovative business development public infrastructure grant program, for a grant to the Duluth economic development authority for the Nor-Shore theatre, to the Duluth Spirit Mountain recreation area authority for water transport, for a grant to the city of Duluth for Wade stadium improvements, to the city of Hermantown regional health and wellness center, to the Lake Superior Poplar river water district, for the Mankato arena and events center, the Rochester Mayo civic center complex, the Sandstone business park, the St. Cloud River's Edge convention center, and the St. Paul Children's museum, to the public facilities authority for the Lewis and Clark joint powers board and Oslo water infrastructure study, to the Minnesota historical society for matching money to county and local jurisdictions for historical preservation projects and to the Iron Range resources and rehabilitation board (IRRR) for the Giants Ridge event center; modifying the name of the advisory committee for the local road improvement program and directing it to advise on use of all accounts; providing for ice facilities indoor air quality improvements and elimination of R-22; authorizing housing infrastructure bonds proceeds to be used to finance acquisition of property to be leased by community land trusts, directing the agency to give preference to projects to acquire abandoned or foreclosed property, requiring that preference for permanent supportive housing proposals must be given to veterans as well as other individual and families meeting the criteria, projects should help mitigate racial disparities in home ownership rates and promote economic integration; authorizing additional housing infrastructure bonds; authorizing the Minnesota housing finance agency (MHFA) to issue housing infrastructure bonds; appropriating money from the general fund to the MHFA for debt service on the agency housing infrastructure bonds; requiring a public entity receiving an appropriation of public money for a project to use American-made steel to the extent practicable; requiring the commissioners of health, natural resources (DNR) and the pollution control agency (PCA) to issue the necessary permits and approvals to allow the city of Worthington to continue to connect and receive water from Lincoln Pipestone rural water until the Lewis and Clark regional water system project is able to provide water to the city; providing for appropriations to be effective once; specifying instructions to the revisor of statutes
