Establishing state lottery gaming facilities; defining certain terms; establishing certain location contracts; specifying the operation of the facilities; authorizing the director to specify games played; establishing requirements for gaming machines; requiring the examination of gaming machines; specifying certain prizes; establishing certain age requirements to play machines; requiring the posting of a compulsive gambling notice; prohibiting certain local license and fee requirements; authorizing submission of a budget for the operation of gaming machines

ARTICLE 2 - DEPARTMENT OF PUBLIC SAFETY

Establishing certain license requirements for gaming facilities, gaming management, employee, and vendor licenses; requiring a background investigation before a facility is licensed; specifying instances when a license is refused suspended or revoked; requiring change of gaming facility ownership notification, license review, and annual audits and investigations as deemed necessary; authorizing the host community to issue licenses to the facilities for a sell intoxicating liquor; authorizing the certain employees to detain other employees if they have probable cause; authorizing the commissioner to impose a fee on licenses to recover operating costs; specifying the establishment, operation, licensing and prizes relating to nonlottery casino games; specifying certain employment restrictions
