ARTICLE 1 - HUMAN SERVICES
Requiring decreased statewide licensed capacity for certain foster care settings; specifying an application fee for an initial license to provide home and community-based services to older persons with disabilities; requiring annual fee and non-refundable fees for certain programs; specifying an assets disregard for employed persons with disabilities for medical assistance (MA) eligibility; removing an age restriction on MA for employed persons with disabilities; allowing MA coverage for dialysis and cancer treatment; removing payment to relative personal assistants; specifying a date for statewide licensed capacity reduction; modifying medical education and research fund (MERF) funding; changing nursing home level of care criteria to adults and children; modifying the contingency provider rate and grant reductions, the reduction of rates for congregate living for individuals with lower needs, and grants for housing access services
ARTICLE 2 - HEALTH AND HUMAN SERVICES APPROPRIATIONS
Appropriating money to the commissioner of human services for continuing care, medical assistance (MA) grants, the White Earth human services transfer grant, essential community support grants, disabilities needs assessments grants, Willmar site Minnesota specialty health services, and to the commissioner of health to increase licensed home care provider inspections
