"Minnesota Health Benefits Act"; creating the Minnesota health benefits exchange as an independent public entity in partnership with the departments of commerce, health, and human services to operate a consumer-friendly marketplace providing consumers with the ability to choose among qualified insurance products, facilitates enrollment in certified health plans, administers financial assistance to those who are eligible, negotiates with health plans to achieve high value for consumers, and achieves goals of reducing health disparities; defining certain terms; requiring governance by a board of directors, specifying certain duties and membership requirements; creating advisory committees and specifying certain duties; authorizing the exchange to adopt rules to implement provisions of the act; providing for fair hearings for individuals aggrieved by an eligibility decision or a subsidy determination; specifying the exchange's relationship with other law
