A bill for an act
relating to human services; establishing a statewide self-advocacy network for
persons with disabilities; appropriating money.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1. new text begin SELF-ADVOCACY NETWORK FOR PERSONS WITH
DISABILITIES; APPROPRIATION.

(a) $95,000 is appropriated from the general fund in fiscal year 2013 to the
commissioner of human services to establish and maintain a statewide self-advocacy
network for persons with intellectual and developmental disabilities.

(b) The self-advocacy network must focus on ensuring that persons with disabilities
are:

new text begin
(1) informed of and educated about their legal rights in the areas of education,
employment, housing, transportation, and voting; and
new text end
new text begin
(2) educated and trained to self-advocate for their rights under law.

(c) Self-advocacy network activities under this section include but are not limited to:

new text begin
(1) education and training, including preemployment and workplace skills;
new text end
new text begin
(2) establishment and maintenance of a communication and information exchange
system for self-advocacy groups; and

(3) financial and technical assistance to self-advocacy groups.
