Relating to human services; modifying the foster care licensing moratorium by qualifying the mandatory bed reduction upon recipients moving out and permitting consolidation; increasing the developmentally disabled parental contribution amount; requiring medical assistance (MA) personal care assistance program state agency hearing appeals to be limited in scope; authorizing MA personal care assistance program appeals; allowing MA long-term care consultation assessments to be shared; allowing exemptions for the long-term care housing with services consultation requirement; providing MA home and community-based settings parameters; modifying congregate living rates reductions by allowing lead agencies to reduce services if appropriate, limiting the foster care reduction; reducing the reduction for customized living and 24-hour customized living component rates; requiring the commissioner of human services to develop the community first choice option
