Relating to education; improving the academic achievement of all students; modifying certain kindergarten compulsory attendance requirements; effecting academic standards and graduation requirements; requiring student academic achievement and growth local data analysis and interpretation and state performance measures for improving students learning outcomes; modifying the school board model policy for prohibiting harassment, bullying, intimidation, and violence and certain school board responsibilities; requiring school districts to account for the cultural and socioeconomic circumstances of students under the pupil fair dismissal act; modifying teachers preparation time requirements; modifying effective staff development activities under the staff development program; modifying the definition of elementary pupils for aid to nonpublic students; modifying certain transportation aid entitlement requirements; modifying certain education program provisions relating to kindergarten instruction, early childhood instruction, and charter school federal, state, and local requirements; modifying education funding kindergarten pupil units and learning year pupil units; modifying certain general education learning and revenue amount and use requirements; modifying certain family home visiting program requirements; requiring the department of education to conduct a statewide survey of early learning services availability and access of services; repealing a certain provision relating to school board policy intimidation and bullying
