Relating to capital improvements; appropriating money for the university of Minnesota, Minnesota state colleges and universities (MnSCU), Minnesota state academies, Perpich center for arts education, department of natural resources (DNR), pollution control agency (PCA), department of agriculture, the rural finance agency, Minnesota zoological garden, department of administration, amateur sports commission, department of military affairs, public safety, department of transportation (DOT), the metropolitan council, human services, veterans affairs, and corrections, department of employment and economic development (DEED), the public facilities authority, housing finance agency, Minnesota historical society, and for bond sales expenses; requiring the commissioner of management and development (MMB) to schedule a sale of general obligation bonds; authorizing bond sale; establishing a transportation economic development infrastructure program; establishing a housing infrastructure bond account within the housing development fund and authorizing housing infrastructure bonds; modifying previous appropriations; authorizing Cook county to form the Lake Superior-Poplar River water district for the construction of water facilities and provision of water service; authorizing the commissioner of natural resources (DNR) to make certain acquisitions of land or interests in land for the Canisteo project
