ARTICLE 1 - RACINO

Establishing the amateur sports commission role in taking all necessary steps to ensure all activities in a class A licensed racetrack; requiring licensees with location contracts to contribute to the horse racing industry improvement fund; authorizing the director of the state lottery to establish lottery gaming machines (racino); imposing a fee on gaming machine revenue; modifying the definition of lottery procurement contract; authorizing gambling devices to be operated at the premises of a licensed racetrack defining gaming machine, gaming machine game, gaming machine play and adjusted gross gaming machine revenue; providing for location and operation of the gaming machines; requiring examination and testing of the machines; providing for prizes; prohibiting under age play; requiring compulsive gambling notices; prohibiting local licenses and fees; requiring the submission of the budget for the operation and control of the gaming machines to the commissioner of management and budget; repealing
certain limitations on card clubs
