ARTICLE 1 - DEPARTMENT OF TRANSPORTATION CONTRACTING

Modifying the state highway construction projects contracting bid preference program for small targeted group businesses and veteran-owned small businesses; modifying the small business set-aside program; authorizing the commissioner of transportation (DOT) as a condition of awarding a construction contract to set subcontracting goals and creating contract preferences; requiring periodic reevaluation by the commissioners of transportation and administration of disparity between the percentage of targeted group businesses and all construction businesses, and the percentage of use of targeted group businesses in construction contracts; expanding bid preference eligibility requirements for a small targeted group business or veteran-owned small business, limited duration; modifying reporting requirements
