Revising the debt service equalization revenue, equalized debt service levy, debt service appropriation, health and safety levy, deferred maintenance levy, total community education levy, school-age care levy, operating capital levy, alternative teacher compensation levy, St. Paul severance levy, maximum effort debt service levy, capital loans eligibility, and loan amount limits

ARTICLE 2 - FORECAST ADJUSTMENT

ARTICLE 3 - HUMAN SERVICES FORECAST ADJUSTMENTS

Appropriating money to the commissioner of human services for Minnesota family investment program/diversion work program (MFIP/DWP), MFIP child care assistance, general assistance (GA), Minnesota supplemental aid, group residential housing, MinnesotaCare, general assistance medical care (GAMC), medical assistance (MA), alternative care, and CD entitlement grants, and for technical activities

ARTICLE 4 - SUPPLEMENTAL BUDGET APPROPRIATIONS

Authorizing the commissioner of health to collect, store, use and disseminate genetic information; modifying Minnesota historical society fee deposit requirements; modifying provisions of the newborn screening program; modifying provisions relating to screening information made available to parents; establishing certain options for a parent or legal guardian relating to newborn screening; defining newborn screening operations; establishing provisions for storage and use of samples and test results for newborn screening quality assurance and improvement; establishing a standard retention period for samples and test results; requiring written informed consent from the parent or legal guardian for other uses of samples and test results; establishing the right to revoke consent for storage and use of samples; specifying certain duties of the commissioner of health; expanding the Minnesota GI bill program to include an apprenticeship and on-the-job training to pay for training and expenses, requiring the commissioner of veterans affairs to develop and implement the program; requiring the commissioner of commerce to evaluate current health benefits mandated by statutes and agency rules in accordance with the health care cost containment evaluation process; appropriating money to the commissioner of public safety for federal emergency management agency (FEMA) disaster assistance grant match and to the commissioner of natural resources (DNR) to identify certain flood mitigation measures and projects within the Zumbro River watershed; transferring department of administration plant management and special revenue funds to the general fund; appropriating money to the commissioner of administration to contract for a benchmark study resulting in an efficiency and effectiveness report on back office functions with regard to finance, procurement, and human resources; appropriating money to the department of veterans affairs for county veteran service officers, honor guards and the Minnesota assistance council for veterans; appropriating money for public safety support including for soft body armor reimbursements; appropriation money to the commissioner of management and budget (MMB) for state agency rulemaking; appropriating money to the Minnesota state colleges and universities (MnSCU) for leveraged equipment acquisition; requiring the commission of health to notify the public of the destruction of test results pursuant to the newborn screening program; requiring the commissioner of health must publish and submit proposed legislation to authorize the commissioner of health to collect store use and disseminate genetic information

ARTICLE 5 - SUPPORTIVE HOUSING

Authorizing the housing finance agency (HFA) to use housing infrastructure bonds to finance the costs of the construction, acquisition and rehabilitation of supportive housing for girls and women to provide protection from and the means to escape exploration and trafficking
