Relating to stadiums
ARTICLE 1 - MINNESOTA SPORTS FACILITIES AUTHORITY
Establishing the legislative commission on Minnesota sports facilities, prescribing membership, terms and vacancies, the election of a chair, compensation, staff, meetings and procedures, and certain powers, duties and budget oversight procedures, specifying reporting requirements; establishing the Minnesota sports facilities authority and prescribing responsibilities, membership, compensation, chair, bylaws, audit, employees, website, quorum, powers, and duties, providing a purpose statement and defining terms; specifying authority control and responsibility for certain sports facilities; authorizing certain appropriation transfers by the commissioner of management and budget, providing for an annual appropriation from the general fund to the commissioner for a grant to the city of St. Paul for the operating or capital costs of new or existing sports facilities; exempting football stadium and stadium infrastructure materials and supplies from the sales and use tax, expiration clause; allowing a city to issue an on-sale intoxicating liquor license to sports facilities, restaurants, clubs, or bars located on land owned or leased by the Minnesota sports facility authority; including employees of the sports facilities authority in the definition of state employees; requiring the authority to conduct a study on the feasibility of conducting a raffle for prime seats in the stadium for professional football games; requiring stadium construction at the stadium site in Minneapolis; specifying certain stadium design, development and construction process requirements, regulating contracts, project changes, general program and design elements, and cost overruns and financial obligations; requiring the authority to sell commemorative bricks; regulating employment hiring and recruitment and other required agreements, stadium operations, operating expense contributions and game-day payments, access for public and amateur sports, community, and civic events, and capital improvements; imposing certain conditions and criteria for stadium financing; authorizing the NFL team the exclusive right to establish major league soccer at the stadium; authorizing certain municipal activities, directing the city to establish a stadium implementation committee; authorizing a stadium property tax exemption and subjecting property to special assessments; providing for additional stadium site liquor licenses; prohibiting imposition of new local taxes at the stadium site, exceptions; requiring the metropolitan sports facilities commission to pay authority operating expenses and transfer assets by a certain date and abolishing the metropolitan sports facility commission and transferring employees to the authority; and making certain clarifying and technical amendments
ARTICLE 2 - STATE STADIUM FUNDING
Authorizing and providing for the commissioner of Minnesota management and budget (MMB) to sell and issue appropriation bonds of the state for public purposes as provided by law, including, in particular, the financing of all or a portion of the acquisition, construction, improving, and equipping of the stadium project of the Minnesota sports facilities authority; defining appropriation bond and debt service; specifying issuance form and procedure, providing regulations for the refunding of bonds, appropriation bonds as legal investments, no full faith and credit provision, proceeds of bonds, appropriation for debt service and other purposes, waiver of immunity, and validation procedure
ARTICLE 3 - MINNEAPOLIS CONVENTION CENTER
Modifying the Minneapolis sales tax to produce sufficient revenue and specifying a tax limit and specifying commissioner of revenue tax revenues application; allowing Minneapolis excess tax revenues to first fund convention center debt; imposing additional liquor taxes and extending liquor and lodging taxes; providing an exemption from charter limitations and local sales tax requirements; severability clause; local approval requirement
ARTICLE 4 - LAWFUL GAMBLING
Modifying certain provisions regulating lawful gambling; defining and redefining certain terms; providing for and regulating electronic pull-tab games, electronic linked bingo games, and sports-themed tipboard games; modifying certain rates of tax, the tax collection method, and the combined net receipts schedule; providing for the conditional imposition of certain taxes and collection of other revenues; imposing an obligation on distributors to pay a tax for unaccounted games; providing for special allocation of gambling tax revenues; allowing extended hours for linked electronic device bingo games; modifying and clarifying certain definitions; defining electronic pull-tab device, electronic pull-tab game, electronic pull-tab game system, and 501(c)(19) organization; allowing electronic paddle wheels; prohibiting electronic slot machines; allowing the gambling control board to adopt sports-themed tipboard rules; modifying provisions related to the disqualification, revocation, suspension, denial and censure of licenses; prohibiting distributors or distributor salesperson to also be a linked linked bingo game provider and of electronic pull-tab games sale and transfer methods; specifying certain licencure requirements; requiring software manufacturer submissions; specifying linked bingo game services requirements; providing linked bingo game requirements; modifying the conduct of tipboards and pull-tabs; modifying premise use provisions; modifying licensed organization accounting, recordkeeping and reporting requirements; modifying linked bingo and tipboard prize limits; making clarifying, conforming, and technical changes to certain gambling provisions; requiring the department of public safety to oversee all background checks; severability clause; appropriating money to the gambling control board and the department of public safety for oversight responsibilities of lawful gambling for electronic pull-tabs and electronic linked bingo; repealing certain provisions relating to pull-tab and tipboard tax, gross profits refunds and credits, and distributor claim for a refund for credit of taxes
ARTICLE 5 - MISCELLANEOUS
Requiring the commissioner of human services to submit a compulsive gambling annual report; exempting sales taxes on building materials and supplies used in the construction or improvement of a capital project; specifying use of local tax revenues by cities of the first class; specifying availability requirement for amateur sports and high school league use of the stadium
ARTICLE 6 - STADIUM BLINK-ON FUNDING
Providing for backup revenue options for football stadium funding; requiring the state lottery to conduct games based on stadium or professional sports themes for additional revenue purposes, specifying certain compliance requirements; directing the authority to impose and maintain a ten percent tax on the gross receipts received from the rental of suites, sky boxes, and similar in the NFL stadium
