Relating to human services

ARTICLE 1 - HEALTH CARE

Extending the effective date of e-prescribing requirements for providers and prescribers who practice at clinics with two or fewer physicians; modifying existing regulations related to electronic acknowledgments for prescription drug claims transmitted among, health care providers, clearinghouses and group purchasers; requiring the commissioner of health upon the request of a managed care or county-based purchasing plan to include the end of coverage dates on the monthly rosters of MA and MinnesotaCare enrollees provided to the plans; allowing the commissioner to assess plans a fee for the cost of producing these monthly rosters with end of coverage dates

ARTICLE 2 - HUMAN SERVICES

Allowing a local agency to negotiate a supplemental agreement to augment the lead agency contract with a vendor of residential services; modifying the purpose of MFIP family stabilization services; removing the definition of case manager; modifying the definitions of family stabilization services and family stabilization plan; removing a requirement that family stabilization services be provided through a case management model; removing a list of items that currently must be included in a family stabilization plan; requiring the county agency or employment services provider to attempt to meet with a participant to develop a plan within 30 days of eligibility determination for family stabilization services; requiring participants determined eligible for family stabilization services to have access to employment and training services to the extent these services are available to other MFIP participants; modifying participant requirements under family stabilization services; modifying the criteria under which participants are included in the separately funded state family stabilization services program; requiring the commissioner of human services to enter into a reciprocal agreement with Bermuda for purposes of child support enforcement

ARTICLE 3 - DISABILITY SERVICES

Allowing the current or proposed provider of customized living or 24-hour customized living services to submit a copy of the nursing assessment or written report outlining the recommendations regarding the care needs of the client; requiring the person conducting the assessment to notify the provider of the date by which the information must be submitted; requiring the information to be submitted to the person conducting the assessment prior to the assessment; allowing the provider of customized living services to provide input into ensuring there is a documented need for all customized living services authorized; allowing the provider of 24-hour customized living services to provide input into ensuring there is a documented need for all customized living services authorized
