Relating to capital improvements; authorizing spending to acquire and better public land and buildings and other improvements of a capital nature under certain conditions; making changes to the nonprofit housing bond use authority for permanent supportive housing purposes, defining foreclosed property; appropriating money to the University of Minnesota, Minnesota state colleges and universities (MnSCU), Minnesota state academies, department of natural resources (DNR), pollution control agency (PCA), Minnesota zoological garden, the departments of administration, enterprise technology, military affairs and transportation (DOT), the metropolitan council, departments of human services, veterans affairs, corrections, and employment and economic development (DEED), public facilities authority, Minnesota historical society, and for bond sales expenses; authorizing the sale and issuance of state bonds; requiring the department of management and budget (MMB) to schedule general obligation bond sales and specifying parameters for the bond sale; providing certain bond sale authorization reductions; modifying the use of bond sale premiums, specifying fund credit and bond authorization reduction requirements for bond proceeds; modifying the availability of certain flood hazard mitigation grants; modifying the availability of certain rail service improvement appropriations; modifying a prior appropriation to Bloomington for Cedar Avenue bridge renovation for the Long Meadow Lake multimodal trail connection and for the Minnesota Valley State trail segment development; modifying a prior department of public safety appropriation for an Olmsted county grant for the southeastern Minnesota regional public safety training center by authorizing land acquisition, specifying a prior appropriation for the demolition of infrastructure and implementation of redevelopment and reuse of the Ah Gwah Ching regional treatment center to Cass county; modifying a prior grant to Hennepin county for a health education center at the Hennepin county medical center; modifying a prior appropriation to the Minneapolis veterans home campus for building 17 HVAC replacement; eliminating the match requirement for the Hokah city hall historic preservation project; modifying certain provisions concerning location and cost of new veterans cemeteries; modifying a previous appropriation to the demolishing of the alpha building and replacing it with a storage and maintenance building; eliminating matching fund requirements for a portion of the Rocori trail; modifying the grant recipient for an appropriation for the paving of the St. Mathias trail at Fort Ripley; modifying use for Fort Snelling Upper Bluff building rehabilitation appropriation; authorizing the commissioner of administration to acquire easements and other rights from the federal government for the state emergency operations center; modifying an appropriation to the Minneapolis veterans home for the renovation of building 16 and the demolishing of and the construction of a new building 17; requiring the commissioner of veterans affairs to give priority consideration for Fillmore county land in southeastern Minnesota; clarifying and specifying the authorized uses of a certain prior appropriation to the commissioner of natural resources (DNR) relating to streambed restoration in the DR-1941 area; authorizing the commissioner of administration to acquire an easement for the Minnesota correctional facility in Faribault
