ARTICLE 1 - OUTDOOR HERITAGE FUND
Appropriating money from the outdoor heritage fund for certain purposes and making appropriations adjustment for certain previous appropriations; specifying funding requirements for prairies, forests, wetlands, habitat, administration; providing for availability of appropriation, accomplishment plans, project requirements, payment conditions and capital equipment expenditures, purchase of recycled and recyclable materials, accessibility, land acquisition restrictions and real property interest reporting, easement monitoring enforcement requirements, and successor organizations continuing the project; defining certain terms; modifying the Lessard-Sams outdoor heritage council members terms, recommendations, audit, public domain lands, and restoration evaluation provisions; modifying certain forest appropriations; establishing a forests for the future conservation easement account; providing an effective date in relationship to other appropriations
ARTICLE 2 - CLEAN WATER FUND
Appropriating money from the clean water fund for certain clean water legacy activities for the agriculture department, public facilities authority, pollution control agency (PCA), natural resources department (DNR), board of water and soil resources (BWSR), health department, the metropolitan council, and the legislative coordinating commission (LCC); authorizing carryforwards from certain prior appropriations; modifying the clean water legacy act; modifying certain duties and membership requirements of the clean water council; making optional BWSR technical evaluation panel convention; modifying beneficial use of the wastewater capital grant program to include use of storm water; providing clean water fund 2009 appropriation adjustments; requiring fund recipients to incorporate civic engagement and public education; repealing the clean water
legacy account; providing an effective date in relationship to other appropriations
ARTICLE 3 - PARKS AND TRAILS FUND APPROPRIATIONS
Appropriating money to the department of natural resources (DNR), the metropolitan council and the legislative coordinating commission (LCC); establishing the LaSalle Lake state recreation area in Hubbard county, recreation area management options legislative report requirement; and providing an effective date in relationship to other appropriations
ARTICLE 4 - ARTS AND CULTURAL HERITAGE FUND
Appropriating money from the arts and cultural heritage fund to the Minnesota state arts board, department of education, to the Minnesota historical society, to the department of administration, to the Minnesota zoological garden, to the Minnesota humanities center, to the Perpich center for arts education, to the department of agriculture, to the Indian affairs council, and the legislative coordinating commission (LCC); establishing a state capitol preservation commission, specifying certain capitol building powers and duties and certain state capitol preservation commission appointments and first meeting requirements; modifying fund use conditions and reporting requirements for public television and public radio stations; providing an effective date in relationship to other appropriations
