Relating to transportation

ARTICLE 1 - TRANSPORTATION APPROPRIATIONS

Appropriating money to the commissioner of transportation (DOT) for multimodal systems, airport development and assistance, aviation support and services, transit, passenger rail, freight, state roads operations and maintenance and program planning and delivery, state road construction, highway debt service, electronic communications, local roads, county and municipal state aids, agency management, services, and buildings; authorizing DOT to make certain fund transfers, specifying use of state road construction appropriations and allowing a contingent appropriation; appropriating money to the metropolitan council for bus transit, to the commissioner of public safety for administration and related purposes, the office of communications, public safety support, technology and support services, state patrol, commercial vehicle enforcement, capitol security, the vehicle crimes unit, driver and vehicle services, driver services, and traffic and pipeline safety; authorizing the commissioner of public safety to make certain fund transfers; authorizing and providing for tort claims payment; extending previous state road appropriations with reduced funding

ARTICLE 2 - METROPOLITAN TRANSIT FINANCE

Relating to grant application and awards and the grant evaluation and ranking system (GEARS) committee; permitting the counties transit improvement board to allocate funds to the metropolitan council for bus operations, which would be in addition to funds provided to the metropolitan council for light rail transit, bus rapid transit, and commuter rail service; requiring the joint powers board to allocate a certain percentage of the net cost of operations for transit ways in receipt of metropolitan sales tax funds through an operating grant agreement; requiring the council to expend funds within counties in the metropolitan transportation area and specifying the expenditure to not prevent council grant awards for capital and operating assistance for transit ways and park-and-ride facilities; establishing a priority of fund uses for revenue allocation with payment of debt service necessary for the fiscal year on bonds or other obligations issued prior to January 2011; authorizing the council to issue certificates of indebtedness, bonds, and obligations not to exceed a certain amount for capital expenditures as prescribed in the council transit capital improvement program and related costs

ARTICLE 3 - TRANSPORTATION DEVELOPMENT

Modifying certain provisions relating to detailed capital budget submission requirements; creating the trunk highway economic development account for construction, reconstruction, and improvement funding for metropolitan and regional districts; modifying the municipal state-aid street fund accruals estimate receipts calculation; modifying the motor vehicle technology surcharge; modifying motor vehicle title fee amounts by adding a surcharge to be credited to the driver and vehicle services technology account and the drivers license application fees by adding a surcharge; expanding the fixed guideway investment and financial plan reporting provisions

ARTICLE 4 - EFFECTIVE DATE

Specifying a retroactive effective date in relation to prior second judicial district appropriations
