Relating to state government

ARTICLE 1 - ENVIRONMENT AND NATURAL RESOURCES FINANCE

Providing a summary of appropriations; appropriating money to the pollution control agency (PCA) for water, air, land, environmental assistance and cross-media, and administrative support purposes, to the department of natural resources (DNR) for land and mineral resources management, ecological and water resources, forest management, parks and trails management, fish and wildlife management, enforcement and operations support, to the board of water and soil resources (BWSR), the metropolitan council, the conservation corps of Minnesota, the zoological board, and the science museum of Minnesota

ARTICLE 2 - ENERGY FINANCE

Appropriating money to the department of commerce for regulation of financial institutions, the petroleum tank release cleanup board, administrative services, telecommunications, market assurance, office of energy security and providing for certain transfers, appropriating money to the public utilities commission

ARTICLE 3 - CLEAN WATER FUND

Appropriating money to the department of agriculture, the public facilities authority, the pollution control agency, the department of natural resources, the board of water and soil resources, the department of health, and the metropolitan council

ARTICLE 4 - PARKS AND TRAILS FUND

Appropriating money to the department of natural resources (DNR) and the metropolitan council for state parks and trails

ARTICLE 5 - STATUTORY CHANGES

Establishing the forests for the future conservation easement account; modifying certain fee deposits for state parks; modifying the forest management investment account, modifying the deposit of campground fees; establishing the peace officer training account; certified costs for game and fish certification appropriation; specifying the deposit of certain license revenues; modifying certain hunting and fishing requirements; establishing the waterfowl management account; modifying certain water management fees; modifying certain video display and electronic device collection and recycling manufacturer registration fees; assessing metropolitan solid waste disposal landfill fees to certain disposal facility operators; petroleum tank release cleanup act repeal effective date modification; modifying certain pollution control agency (PCA) permit fees; specifying certain disbursement deposits derived by certain surcharges; repealing certain hunting and fishing license provisions
