ARTICLE 1- HIGHER EDUCTION APPROPRIATIONS
Providing a summary of appropriations; appropriating money to the office of higher education for state grants, child care grants, state work-study, Indian scholarships, intervention for college attendance program grants, the Midwest higher education compact, united family medicine residency program, interstate tuition reciprocity, the Minnesota college savings plan, MnLINK gateway and Minitex, other programs, agency administration, and to TANF work-study, to the Minnesota state colleges and universities (MnSCU) board of trustees for the central office and the shared services unit, operations and maintenance and the learning network of Minnesota, to the University of Minnesota board of regents for operations and maintenance, primary care education initiatives, special appropriations including the agriculture and extension service, health sciences, institute of technology, system special, University of Minnesota and Mayo foundation partnership and the academic health center, to the Mayo medical foundation for the medical school, and the family practice and graduate residency program; limiting tuition at MnSCU and the University of Minnesota; allocating MSCU salary savings; providing for insufficiency in state grant appropriations and providing for award reduction calculation; requiring the office of higher education to study graduate education in for-profit institutions and report to the legislature by a certain date
ARTICLE 2 - HIGHER EDUCATION STATUTORY CHANGES
Modifying the definition of senior citizen; modifying self loan revenue bonds annual certificate of need provisions; modifying the Minnesota college saving plan; prohibiting the use of state funds for human cloning, specifying other certain scientific research areas as unaffected; increasing the number of semesters for education benefits eligibility; repealing matching grant provisions under the Minnesota college savings plan
