ARTICLE 1 - HIGHER EDUCATION APPROPRIATIONS
Appropriating money to the Minnesota office of higher education for state grants, child care grants, state work-study, Indian scholarships, intervention of college attendance program grants, Midwest higher education compact, interstate tuition reciprocity, Minnesota college savings plan, MnLINK Gateway and Minitex, Outreach programs, and agency administration, to the Mayo Clinic for the medical school and family practice and graduate resident program, to the board of trustees of the Minnesota state colleges and universities (MnSCU) for central office and shared services unit, operations and maintenance, and Learning Network of Minnesota, and to the board of regents of the University of Minnesota (U of M) for operations and maintenance, primary care education initiatives, agriculture and extension service, health services, institute of technology, system special, U of M and Mayo foundation partnership, and academic health center; specifying certain balance forward and transfer requirements

Modifying certain provisions relating to the definition of resident student, the SELF loan revenue bonds annual certificate of need, planning information for postsecondary education, the college savings plan, and public safety officers survivor benefits eligibility; repealing certain provisions relating to the achieve scholarship program and college savings plan matching grants
