Establishing the Minnesota health plan, specifying plan requirements, general provisions, and policies and procedures, establishing the Minnesota health board, authorizing rulemaking

ARTICLE 2 - ELIGIBILITY

Specifying Minnesota health plan eligibility for residents and certain employees, non-residents, businesses, and retirees; specifying applicant private data classification

ARTICLE 3 - BENEFITS

Providing for private data classification under the Minnesota health plan; specifying covered benefits and patient care

ARTICLE 4 - FUNDING

Requiring the Minnesota health board to establish a Minnesota health fund to implement the Minnesota health plan and for premiums and revenue receipt; specifying revenue sources, federal preemption repeal or waiver, and subrogation

ARTICLE 5 - PAYMENTS

Requiring the Minnesota health board to establish a payment system and annual budgets for noninstitutional and institutional providers; allowing universal participation by licensed health care providers
