2E "Pain-Capable Unborn Child Protection Act"; creating the pain-capable unborn child protection act litigation fund in the special revenue fund in order to fund attorney general incurred costs in defense of act; prohibiting abortions at or after 20 weeks postfertilization age, allowing exceptions; prescribing criminal felony level penalties for violation, providing civil cause of action against persons performing illegal abortions; providing privacy protection in court proceedings; severability clause; establishing state supreme court original jurisdiction over constitutional challenges
